| (Paper) Intention of Railway Commuters to Departure Time Shifting by Incentive Measures By Keita UEHARA, Fumihiko NAKAMURA and Toshiyuki OKAMURA |
Stated preference survey on shifting commuting time by incentive measures is conducted to railway commuters in Tokyo metropolitan area. Points for train ride, discount of station access cost, lounge service at the terminal station and train congestion reducing are set as incentives for commuters time shifting in the survey. As a result of that, authors find that 1) the condition of incentives (e.g. amount of point) is independent from the amount of time shift, 2) the intention to shifting time is not linearly related to the amount of time shift, and seat availability and points for train ride have potential to change departure time. |

The number of passengers is falling in most of airports operated by local government. This study shows how to operate and manage these airports by making a trial calculation of revenue and expenditure, examining beneficiary payment principle, and considering possible designated manager system. The study concludes with some implications for policy makers. |

This paper examines ways to assess impacts of commuting by mass transportation both on physical and psychological health of workers. Two set of indicators are proposed, both of which are calculated by applying heart rate variability analysis to examine the condition of autonomous nervous system of commuters. One of the indicators assesses the magnitude of stress in a particular time or running section, while another indicator assesses the volume of overall stress accumulated during commuting. A comparative study of commuting stress for Express train and Local train running on one of major lines in the Tokyo metropolitan area is to be conducted. |

The main purpose of this paper is to measure and compare the network performance of selected thirteen major airports in Japan. After classifying network connectivity into four -direct, indirect, onward and ub, this paper develops a model (NetScan model), taking into account transfer time and detour time. By quantifying an indirect connection and scaling it into a theoretical direct connection, the network diversity behind direct connections and the competitive position of Japanese major airports are identified. The results reveal that Narita has the remarkable network performance behind its direct onnections, especially to North America. |

| (Paper) Evaluation of Tradable Permit Policy to Reduce CO2 Emission from Private Passenger Vehicles in Japan: A Case of Fuel Economy Trading Policy By OKADA, Akira |
CO2 emission from transportation sector in Japan has been reducing due to increasing fuel price, economic recession and CO2 mitigation policy mix, which includes fuel economy regulation and tax exemption for purchasing better fuel economy vehicles. Japanese government makes further CO2 reduction polices with tightening fuel economy regulation, because Japanese government intends to certainly reduce CO2 emission from transportation sector. Existing researches, however, show that policy mix based on fuel economy regulation and tax exemption for buying new fuel-economy-improving car losses social welfare. Fuel economy trading has been gotten a lot of attention as an alternative policy for fuel economy regulation. This study evaluates introduction of fuel economy trading policy, a kind of tradable permit policy in transportation sector, to Japan. I use computational partial equilibrium model to simulate and evaluate effects of the policy. As a result, fuel economy trading policy doesn’t undermine social welfare than fuel economy regulation, but reduction of CO2 emission by the policy is less than by the regulation. |

Considering induced/developed traffic means that it relaxes the assumption in the evaluation/forecast of the conventional transportation plan, and changing assumption surely ends up with the changes in the results. In this paper, we simulated the change of the benefit by the further development of road networks in the Tokyo Metropolitan area with the different assumptions. As result, we found that including induced/developed traffic does not change user benefit a lot, while CO2 emission are subject to much more change compared to the conventional way. |

Dramatic changes in international trades were analyzed to identify recent development of Asian manufacturing network and interdependency among Asian countries in this regard. Current situation of Asian transport network was also reviewed, focusing on road and railway sectors, in terms of both supply side and demand side for discussing possible future needs to further invest in soft infrastructures and hard infrastructures in the context of creating trans-Asian seamless transport network. Finally possible actions to be taken by parties concern were recommended for developing Asian common transport policy. |

In an aged society with fewer children, Japan faces the so-called “2007 shocks”, which include shortage of workforce due to baby boomer's retirement in 2007 and the so-called “failure of technical succession”. There are concerns, but not any studies in transportation sectors. Then, we research two things: First, we arrange current status and issues on workforces and technical succession in transportation sectors. Second we investigate the awareness and counter measures to stable recruit and technical succession problems in railway, bus and aircraft maintenance companies through questionnaires and hearing surveys. This study shows that transportation companies have, more or less, awareness of the issues and carry out many measures to solve them. This study also compares each transportation companies to find out common problems among transportation sectors. Finally we present implications based on this comparison to transportation companies and policy makers. |
