Capacity Enhancement of a Congested Airport and Airspace by Air Traffic Control Procedure Improvements

Background
This study focuses on the airport capacity expansion and corresponding change of the aviation market. In Japan, the capacity of metropolitan airport (Haneda) has been always insufficient for increasing demand. In 2009, Haneda airport is planned to have 1.4 times of runway capacity. However, the capacity can be fully used again depending on the market changes such as higher frequency operation and denser network with down-sized aircrafts. Therefore, the forecast of such a market change following the airport capacity enhancement is necessary in order to check whether the capacity is sufficient in the long run. With these backgrounds, this study analyses the domestic aviation market change after Haneda re-expansion in 2009 and consider the required capacity for creating or maintaining a desirable aviation market. In addition, this study also proposes the capacity expansion measures by flexible air traffic controls or new way of thinking about capacity calculation method without developing a new infrastructure.
